Leiv Eiriksson Rig Needs Improvements to Reach AoC, PSA Says

During 25 – 26 February 2013 the Petroleum Safety Authority Norway (PSA) carried out an audit of Ocean Rig on board Leiv Eiriksson semi-submerisble drilling rig.

Objective
The objective of the audit activity was to follow up that the company, prior to starting new activity on the Norwegian shelf, safeguards the regulatory requirements related to the areas that were inspected, and that the technical condition of the facility is safeguarded as described in the facility’s Acknowledgement of Compliance (AoC).

Acknowledgement of Compliance is a decision by the Petroleum Safety Authority Norway that expresses the authorities’ confidence that petroleum activities can be carried out using the facility within the framework of the regulations.

The decision is based on information provided in the AoC application relating to the facility’s technical condition and the applicant’s organisation and management system, as well as the authorities’ verifications and other processing.

Result of the Audit
Nonconformities were identified in connection with:

  • governing preparedness documentation
  • labelling of escape routes
  • storage of MOB boat equipment
  • fire stations and fire-fighting equipment
  • training and exercises
  • MOB boat exercises
  • escape chute
  • life jackets
  • seats in lifeboats
  • way down from helicopter deck

Furthermore, improvement items were identified in connection with:

  • regulatory expertise
  • labelling of equipment
  • cleaning the drilling fluid tanks
  • protection against hydrocarbon evaporation
  • control panel for mixing
  • overview of drill floor
  • pressure manometers on kill and choke manifolds
  • scaling of pressure manometers on kill and choke manifolds
