PSA inspects BP’s Ula (Norway)

The Petroleum Safety Authority (PSA) Norway has carried out an audit of maintenance, process safety and occupational health and safety at Ula platforms, located in the North Sea. 

BP Norge AS (BP) is the operator on the Ula field, an oil field in block 7/12 in the southern part of the North Sea. The field has been developed using three fixed facilities with a gangway connection. Oil from Ula is transported by pipeline to Ekofisk and from there on to Teeside. Production began in 1986.

The PSA has carried out an audit of BP’s compliance with regulatory requirements in the areas of maintenance, process safety and occupational health and safety. The audit was conducted in the form of a meeting with the organisation onshore on October 31, 2014 and on board the facility from 4 to 7 November 2014.

Non-conformities

The audit revealed non-conformities relating to: Critical Alarm Panel (CAP); Updating of operations documentation; Labelling of valves; Refilling of traps in drainage system; Alarm system in main control room; Verification of correct valve positioning; Information in the maintenance management system; Maintenance programme and maintenance efficiency; Surface maintenance; HSE training; Analysis of ergonomic factors.

Improvement points were identified in connection with: Training in OHAS factors; Access for maintenance and materials handling; Project management model for modifications.
