Saipem Ordered to Improve HSE Practices Following Rig Tilting Incident

The Petroleum Safety Authority Norway (PSA), the government’s body responsible for safety, emergency preparedness and the working environment in the petroleum activities in Norway, has issued an order to Saipem SpA Norwegian Branch (Saipem) following investigation of the ballast incident on the Scarabeo 8 mobile drilling facility on 4 September 2012.

On 4 September 2012, the Scarabeo 8 semi-submersible drilling facility experienced unintentional heeling in connection with exploration drilling for Eni Norge on well 7220/10 in the Barents Sea.

The PSA investigated the incident during the period 1-4 October and 17 October 2012. The PSA has issued the the  following order to Saipem:

 “…Saipem SpA Norwegian Branch is ordered to review how the company ensures management of processes, as well as compliance with its own requirements, related to staffing and expertise, and implement measures based on this review and; Implement measures that ensure management of processes and compliance with requirements related to health, safety and the environment throughout the company.”
